FOREIGN MILITARY EXPORT PROGRAM

Thank you for your interest in our line of Defense Articles.  Our Company is a contract Designer and Manufacturer of automatic weapons, weapon sound suppressors, Crew-Served Weapon Systems, Armor-Piercing Ammunition, Destrucive Devices and Explosives.  We currently are distributors for ALL manufacturer's models including DPMS, LWRC, STAG, BUSHMASTER, COLT, FNH, HK, BERETTA and BENELLI

Prices are based on the quantity level at which EACH model of weapons system is ordered/received per order. Example:

  • 10 FNH MK46 MOD 0 Light Machine Gun units ordered/received at one time would be @ the 10 piece level.
  • 5 STAG Arms STAG-16 units plus 5 HK UMP-40 SMG units would be @ the 3 piece price level of either product even though the total order was 10 pieces
  • Our highest quantity price level is 100 pieces.

We recommend you fax or mail us a "Blanket Order" for a number of the weapons, spare magazines and parts you may order in the future so we may apply for an Export License from our U.S. Department of State against which we may ship smaller amounts you request immediately upon receipt of payment.  This will eliminate the 8 - 12 week delay the receipt of export approval requires each time you reorder and thereby expedite shipment of these follow up orders.

Typically, as with our other foreign customers, we suggest the following format:

  • 200 pcs. Bushmaster XM15A2 Assault Rifles
  • 600 pcs. spare Magazines for above rifles
  • Misc. spare parts for above rifles as required

This "Blanket" approval is good for four (4) years.  We will only ship the smaller amounts you request and pay for.  The amount of export paperwork and related effort is the same for 3 pieces as for hundreds therefore when we get ready to apply for the Export Permit application, it should be a "blanket" quantity to cover future orders.

Orders should be on Government Agency letterhead or order form to facilitate the application and receipt of the Export License from our Department of State.  Our Department of State requires you to provide "Certified" copies of approved import permit and completed, signed DSP-83, "End User Certificate" to be included with our application for export permit.  This permit should be for the larger quantities, as noted above, thereby eliminating the need to apply for additional export permits for the next 4 years.

The following are REQUIRED for application and receipt of Export License from our Department of State

1)  Purchase order on Government letterhead or Purchase Oorder form.  Faxed copy is acceptable.

2)  Original or "certified" copies of approved import permit from your government.  Must have "certified" translation into English if in another language.  Faxed copies NOT acceptable.

3)  Completed, signed DSP-83, "End User Certificate".  Items 2, 3, 4, 5, 6, & 7 MUST be completed by the sender.  Faxed copy is acceptable.

4)  Payment of the $350.00 application fee PRIOR to our applying for the export permit.
 

Due to the fact that our Department of State has massively increased our registration fee, we have a $350.00 DSP-5 application fee EACH time we apply for permit.  If you prefer to apply for the permit yourselves or have a permit specifically listing these products, provide a certified copy with your formal order for our records.  Our fee then lowers to $250.00.

All orders must be prepaid before shipment.  Prices are FOB New York, New York USA.  When you fax us request for the smaller shipments against the "Blanket Order", we will fax back our "Proforma Invoice" for you to wire or mail us payment.  Shipping charges for that order's quantity will be included if by Air Freight.  Be advised the U.S. Air Freight System in some instances may not be a good choice as they have no control over intermediate countries (Germany) the shipment may pass thru.

We also use several international air freight forwarders for larger shipments.  Their charges are "collect" and are very reasonable.  The choice of a freight forwarder is critical as the Airlines and officials in several intermediate countries (Germany) are getting very troublesome (since Sept 11) about firearm related shipments even just passing thru their Country.

Unfortunately due to past bad experiences we are unable to offer exclusive rights to any one for any country.  We will however direct all sales inquiries from that country to our chosen representative as long as that representative properly handles our products.

Last but certainly not the least item of importance is that these weapon systems, magazines and spare parts are considered by our U.S. Department of State to be Category 1(A) Munitions List items.  Their export and subsequent diversion is controlled and must be licensed by them.

D-Trade / Licensing Update: Only D-Trade Electronic Submissions After January 31, 2007
As of January 31, the following application forms, which include the new D-Trade Amendment forms, will only be accepted via D-Trade:
DSP-5 Application for the Permanent Export of Unclassified Defense Articles and Related Unclassified Technical Data
DSP-6 DSP-5 Amendment
DSP-83- remains unchanged
The ELLIE system, which allowed the submission of the DSP-119 Amendment form, will also be discontinued. Any DSP-119 Amendment application received after January 31 will not be processed. Applicants will be required to use the new D-Trade DSP-6, DSP-62 or DSP-74 form.
Submissions NOT affected by this coming change include: DSP-85 (Application/License for Permanent/Temporary Export or Temporary Import of Classified Defense Articles and Classified Technical Data), General Correspondences (GCs), Agreements/Amendments (AGs, TAAs, MAs, DAs), and Brokering Requests (BAs).

The annual GPO publication includes all amendments to the ITAR made since the last annual printing. (Currently those amendments occur from April 1 through March 31 of each year).
