NlJ STANDARD FOR THE BALLISTIC RESISTANCE OF POLICE BODY ARMOR.  
Type Ill (High -Powered Rifle)

Military Plate Sizes & Weights
 
Military plates meant for body armor come in front and back plates which are identical, and smaller side plates.

The front and back plates come in five standardized sizes.
Their dimensions are the following:
SAPI plates (referred to as Level 3 plates and were given to combat support troops, who rarely got shot at, but wanted some protection for those occasions.:

  • Extra Small - 1.27kg (2.8lb) | .184 x .292 m (7.25 x 11.5 in)
  • Small - 1.59kg (3.5lb) | .222 x .298 m (8.75 x 11.75 in)
  • Medium - 1.82kg (4.0lb) | .241 x .318 m (9.5 x 12.5 in)
  • Large - 2.09kg (4.6lb) | .260 x .337 m (10.12 x 13.25 in)
  • Extra Large 2.40kg (5.3lb) | .280 x .356 m (11 x 14 in)

ESAPI plates are the same size but slightly greater in weight (approx 37%) and offered enhanced protection against AP rounds found on the Middle East battlefields.

XSAPI plates are the same size but slightly greater in weight than ESAPI plates (approx 26%) and were intended for newer AP threats.

Sometimes the effort to build "better" (for generals and politicians, not troops) plates backfires. Such was the case when the army bought 120,000 XSAPI bulletproof plates two years ago. These plates were specially designed to protect against a type of bullet that the army would not reveal. The XSAPI plates weigh about ten percent more than the ESAPI plates, but are constructed of the same materials. It’s believed the XSAPI provides protection against some kind of armor piercing bullets. These were long rumored to be used by Iraqi and Afghan terrorists. But, in fact, these bullets were never encountered. So, the theory goes, the XSAPI plates were never issued, and are held in reserve, just in case. Troops have noted that they rarely encountered enemy troops using armor piercing bullets. Thus the older SAPI plates were preferred, simply because they saved a lot of weight. In fact, no one could actually produce any firm evidence of any kind of armor piercing bullets, but combat troops learned every day that weight is real, and it kills.

A secret Pentagon study has found that as many as 80 percent of the marines who have been killed in Iraq from wounds to the upper body could have survived if they had had extra body armor. Such armor has been available since 2003, but until recently the Pentagon has largely declined to supply it to troops despite calls from the field for additional protection, according to military officials.

The ceramic plates in vests now worn by the majority of troops in Iraq cover only some of the chest and back. In at least 74 of the 93 fatal wounds that were analyzed in the Pentagon study of marines from March 2003 through June 2005, bullets and shrapnel struck the marines' shoulders, sides or areas of the torso where the plates do not reach.

Thirty-one of the deadly wounds struck the chest or back so close to the plates that simply enlarging the existing shields "would have had the potential to alter the fatal outcome," according to the study, which was obtained by The New York Times.

For the first time, the study by the military's medical examiner shows the cost in lives from inadequate armor, even as the Pentagon continues to publicly defend its protection of the troops.

Officials have said they are shipping the best armor to Iraq as quickly as possible. At the same time, they have maintained that it is impossible to shield forces from the increasingly powerful improvised explosive devices used by insurgents in Iraq. Yet the Pentagon's own study reveals the equally lethal threat of bullets.

The vulnerability of the military's body armor has been known since the start of the war, and is part of a series of problems that have surrounded the protection of American troops. Still, the Marine Corps did not begin buying additional plates to cover the sides of their troops until September, when it ordered 28,800 sets, Marine officials acknowledge.
